The public web search engine have evolved over few years and have become defacto standard for search. The other big enterprise search vendors are trying to catch up with the powerful public web search engine. The users using the enterprise search engine expects same user experience and search relevance as public searches. They do not understand public search engine have of information and processes that they collect over period of time to enhance search relevance and quality. NASA public portal had Verity search engine couple of years back, but stakeholders always compared it with google's relevance and were not completed satisfied. Then they switched to Google Appliance. But in short time, they realized that Google Appliance does not provide sama relevance and quality as Google web. My point is comparison should be done with similar category of products. If NASA has comepared Verity with Google Appliance, they may have not replaced Verity.
